Ronald F. Owens Jr. served as an Information Officer 2 at the California Department of Public Health's Office of Public Affairs—now Office of Communications—from March 2, 2009 to December 31, 2023. He began his 29-year California civil service career in 1995 and has authored five books, including "Muzzled Truth," which recounts his experiences and observations before, during, and after the COVID-19 pandemic.
